1. Background of the project:
The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS),
has received a grant from the International Development Association (IDA) to implement the Somali
Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The project aims at
strengthening the national statistics system, the national monitoring and evaluation (M&E) system,
improving programming, and analytical capacity of the government’s macroeconomics and fiscal
programming agencies to enable them to regularly access analyze and improve their public policies and
programs performance and results. More specifically, the project aims at: (1) Strengthening the national
statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy
analysis and economic planning capacity.
2. Responsibilities:
Consultant will provide technical legal expertise in the formulation of the NEC Establishment Act by
ensuring that the draft law is legally sound, constitutionally compliant, and institutionally aligned with
Somalia’s governance framework. The consultant will lead the entire process from drafting and
stakeholder consultations to validation and final submission ensuring the NEC Act reflects best practices

Selection Criteria:
The selection shall be based on the qualifications, experience and skills of the candidate and followed by
an interview. The qualifications, experience and competencies include:
Education:
Advanced degree in Law (JD or L.L.M) from a reputable institution, with certification as
a practicing lawyer.
Experience:
 Minimum of 7 years of proven experience in legal drafting, policy formulation, or
institutional law development within government or international development settings.
 Experience in conducting consultations, workshops, and stakeholder validation processes.
 Prior experience working with government institutions, policy think tanks, or legal
reform programs in Somalia or the Horn of Africa region is highly desirable.
4. Reporting:
The Consultant will report to the Executive Director of the National Economic Council.
5. Duration of Assignment: The assignment shall run for 6 months.
6. Submission requirements:
Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s
Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods,
Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018,
November 2020 and September 2023.
“Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
The NEC now invites eligible Individual Consultants to indicate their interest in providing the above
mentioned services. Interested consultants must provide information indicating that they are qualified to
perform the Services and furnish the Curriculum Vitae (CV). Further information at the address provided
below during office hours from 9:00am to 4:00pm Mogadishu time (Excluding public holidays).
Deadline: Expressions of interest (EOI) should be delivered by email or in-person in a written form in
three (3) hard copies (if not by e-mail) to the address below by 12th February 2026 at 16:00 Hours
