1. Background of the project:

The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Planning Capacity Building (SISEPCBP) Project.                                                                        The Project aims to strengthen the national statistics system, the national monitoring and evaluation (M&E) system, and improve the programming and analytical capacity of the Government’s macroeconomic and fiscal policy institutions. This will enable government agencies to regularly access, analyze, and use data to improve public policy formulation, implementation, and performance monitoring.

More specifically, the Project focuses on:

  1. Strengthening the national statistics system;
  2. Strengthening monitoring and evaluation capacity; and
  3. Building economic policy analysis and economic planning capacity.

Under this framework, the National Economic Council (NEC) seeks to recruit a qualified Data Analyst to support evidence-based economic analysis, policy monitoring, and reporting.

2. Responsibilities

The consulting services of the Data Analyst (“the Services”) include designing, managing, analyzing, and reporting economic and development data to support NEC’s policy advisory role.

The Consultant will support the development and maintenance of data and indicator frameworks, conduct statistical and economic analysis, and contribute to national reports and policy briefs. The Consultant will also support data visualization, dashboard development, and capacity building of NEC staff.

3. Selection Criteria

The selection shall be based on the qualifications, experience, and skills of the candidate and followed by an interview.

Education:
Bachelor’s Degree in Statistics, Data Science, Econometrics, or a closely related quantitative field.
An advanced degree is preferred.

Experience:

  • A minimum of five (5) years of relevant professional experience in data analysis, statistical modeling, monitoring and evaluation, or economic analysis.
  • Demonstrated experience in developing indicator frameworks, statistical systems, and data dashboards.
  • Proven experience in analyzing macroeconomic and sectoral data, including GDP, employment, trade, investment, and social indicators.
  • Experience working with government institutions, international organizations, or research institutions is an asset.
  • Familiarity with Somalia’s development frameworks and institutional data environment is an added advantage.

4. Reporting

The NEC Data Analyst Consultant will report to the Director of Policy of the National Economic Council.

5. Duration of Assignment

The assignment shall run for twelve (12) months.

6. Submission Requirements

Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, and September 2023.

These regulations set forth the World Bank’s policy on conflict of interest.

The NEC now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested Consultants must provide information indicating that they are qualified to perform the Services and submit a Curriculum Vitae (CV).
