Nairobi, Kenya – May 15, 2026 — Somalia’s National Economic Council (NEC) and the Kenya Institute for Public Policy Research and Analysis (KIPPRA) signed a Memorandum of Understanding (MoU) in Nairobi to strengthen economic research, data analysis, and evidence-based policymaking in both countries. The agreement was signed by Dr. Hassan Adan Hosow, Executive Director of the NEC and Chief Economic Advisor to the President of the Federal Republic of Somalia, and KIPPRA’s leadership during a ceremony held at Bishop Garden Towers in Nairobi.
The partnership establishes a framework for collaboration in economic and public policy research, joint publications, capacity building, staff exchanges, data sharing, and knowledge management. It aims to enhance the quality of economic analysis, strengthen research capacity, and support the production of policy-relevant studies that inform development planning in Somalia and Kenya. Prior to the signing, both institutions presented their respective mandates and areas of work. The Somali delegation also toured KIPPRA’s research, data analytics, and knowledge management facilities and reviewed the partnership’s implementation priorities.
As part of the agreement, the two institutions committed to identifying priority research areas, appointing focal points, developing a joint workplan, and establishing timelines for initial deliverables.
The MoU marks an important step in strengthening Somalia’s research and policy analysis ecosystem. It supports the NEC’s efforts to expand evidence-based policymaking and provides a platform for sustained collaboration with KIPPRA, one of the region’s leading public policy research institutions.
The partnership also contributes to broader regional efforts to promote knowledge sharing, policy dialogue, and economic integration across East Africa.
