1. Background of the project:
The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS),
has received a grant from the International Development Association (IDA) to implement the Somali
Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The project aims at
strengthening the national statistics system, the national monitoring and evaluation (M&E) system,
improving programming, and analytical capacity of the government’s macroeconomics and fiscal
programming agencies to enable them to regularly access analyze and improve their public policies and
programs performance and results. More specifically, the project aims at: (1) Strengthening the national
statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy
analysis and economic planning capacity.
2. Responsibilities:
The Centennial Vision 2060 Coordinator is responsible for overseeing the Vision Delivery Office (VDO),
a unit within NEC which has been tasked to lead the implementation of the CV2060. The coordinator is in
charge of managing and coordinating communication between all parties involved in the vision delivery,
including individuals, organs, and stakeholders. In particular, he will closely collaborate with relevant
government bodies in ensuring alignments and synergies between CV2060 and the NTP. He will monitor
the implementation of the work plans and budgets, and follow up on any actions and decisions made,
besides maintaining trackers and indicators to monitor and evaluate progress towards the realization of

The selection shall be based on the qualifications, experience and skills of the candidate and followed by
an interview. The qualifications, experience and competencies include:
Education:
 Advanced degree in Economics, Development Studies, Public Policy, Statistics, or a
closely related field. A PhD in Economics or Development Studies is highly desirable.
 Additional certifications in project management, strategic planning, or policy analysis
will be an asset.
Experience:
 Minimum of 7 years of progressive experience in economic policy, development
planning, or public sector advisory roles.
 Proven track record in coordinating large-scale government programs, national
development initiatives, or multi-stakeholder projects.
 Experience in monitoring and evaluating socio-economic programs using indicators,
trackers, and data analysis.
4. Reporting:
The Consultant will report to the Executive Director of the National Economic Council.
5. Duration of Assignment: The assignment shall run for 12 months.
6. Submission requirements:

mentioned services. Interested consultants must provide information indicating that they are qualified to
