The assessment focuses on analyzing the corruption perceptions indices, how they are compiled and how they place Somalia in comparison to Somalia’s regional neighbors and within the global context. The Transparency Corruptions Perception Index (CPI 2019) ranks Somalia the most corrupt country at 180th out of 180 countries in the world. The index measures the levels of corruption perception in the public sector using a scale of 0 (highly corrupt) to 100 (very clean). Among the highly corrupt countries in the world, South Sudan was second last in the list and Syria was third last in the list. Within the IGAD countries, Ethiopia is at top in the list with a ranking of 96 followed by Djibouti with a ranking of 126 out of the 180 listed.
